12:00 - 12:50 p.m.    Topic: "New Ways How to Turn Receivables into Cash"

Working capital is gaining increasing attention with the leadership of corporates. A few month ago the Obama administration started to focus on such financing solutions to optimise working capital for US based companies and launched the SupplierPay initiative. 

The session: “New Ways How To Turn Receivables Into Cash”  will provide answers to why financing of working capital is becoming more and more important for companies and what are the latest developments in the market. The presentation will provide insights in the White House SupplierPay initiative and provide a detailed overview on how receivables financing can improve financial health of the supply chain.

The session will also show some examples and guide the audience through the different options available to obtain funding for receivables in order to get attractive financing, improving cash flow and help grow businesses.

Speaker: Joseph Zalis

Joe has spent the majority of his professional career working in trade receivable financing. Currently he works as Director Receivable Finance for PrimeRevenue and is responsible for all commercial activities for Trade Receivables in Americas.  Prior to that, Joe was Director of Deal Origination for Finacity Corporation. Before joining Finacity’s originations team, Joe was a senior associate on the firm’s deal execution team. As a senior associate he led a number of the firm’s efforts in trade and consumer asset transactions, with direct experience in corporate due diligence, transaction structuring, modeling and analytics, and legal and rating agency negotiations. Before joining Finacity, Joe worked in mortgage structuring and originations. He holds a B.A. in Economics from the University of Maryland.

A panel discussion of Acquiring Treasury Services with a corporate adn a municipal user of Treasury services facilitated by a bank representative.  The panel will address questions, such as:

  • Do I know what I am buying?
  • How much will it cost?
  • Am I buying at the best price possible
  • How do I obtain best pricing for my company

Josephine Gilbert, Investment Manager, County of Fairfax

Josephine joined Fairfax County in January 2009 as the County's Investment Manager. She's responsible for managing a team that invests $3 billion in short term highly liquid investments from County’s operating funds, and $500 million in medium term securities from bond proceeds.   Her team is also responsible for providing treasury services for county agencies and school system.  Her accomplishments include expanding credit card acceptance program, banking and merchant processing contracts, and custodial services for the investment portfolio.  In addition, she implemented investment strategies that included extension of maturities which resulted in additional interest income.  Prior to Fairfax, Josephine spent 13 years at Montgomery County, Maryland.  She invested County funds, managed county’s commercial paper borrowing program and provided treasury services to county agencies.  She collaborated with the State of Maryland Treasurer’s office and other investment managers in the state to strengthen investment legislation.   She also contributed to the Maryland chapter of GFOA quarterly meetings in the field of cash management and investing. Between 1993 and 1995 she sold investment securities and various financial assets for the Resolution Trust Corporation (RTC), allied agency to the Federal Deposit Insurance Corporation in Washington D.C.  The RTC was created by Congress in response to the Savings and Loan bailout.  Her experience also includes 7 years as a money market trader for Perpetual Savings Bank in Alexandria, Virginia, and 7 years for the First National Bank of Minneapolis that included foreign exchange trading.  She’s a board member of the Virginia Investment Pool Trust Fund, and a member of AFP and Virginia Women in Public Finance.  She received her education at the University of Minnesota in Minneapolis.


Sandy Saxer, CPA, CCM, SVP, PNC Financial Services

Craig S. “Sandy” Saxer is Senior Vice President and Consulting Executive for PNC Bank – Treasury Management.  Mr. Saxer has spent most of his 44-year career as a treasury professional and consultant to corporate treasuries. In his current assignment, he is responsible for sales opportunity development and treasury management’s strategic development focus on working capital services for clients and prospects. He also served on the board of Haverford Community Hospital as Treasurer from 1979 through 1994.  Mr. Saxer graduated from Haverford College in 1969, with a B.A. in Economics, and is a Certified Public Accountant in the State of Pennsylvania.  He also holds a permanent Certified Cash Manger (CCM) designation from the Association of Financial Professionals (AFP).  He is a frequent speaker at AFP, Kenan-Flagler School of UNC and various regional treasury, accounting and credit associations. Mr. Saxer has authored several articles addressing EDI: Data and Payments Issues, Advanced Cash Management Measurement techniques and Evolution of the Strategic Treasury Function.



2:00 - 2:50 p.m.  Topic:  "Money Market Mutual Funds & Cash Investing Issues, Options & Outlook"


Crane Data's Peter Crane will discuss current and potential future cash investment alternatives and how the new regulatory landscape may impact options for institutional investors. Crane will review announcements and plans from the largest fund providers, will discuss the growing use of FDIC- insured and ultra-short bond products, and will discuss the potential impacts of rising rates on short-term markets.

Peter G. Crane is President & CEO of Crane Data, LLC, a money market and mutual fund information firm. Crane Data is the publisher of Money Fund Intelligence™,a monthly report that includes news, analysis, performance statistics and indexes on money market mutual funds and the cash investment industry. Crane was previously Vice President & Managing Editor of iMoneyNet. He was also author of the book Mutual Fund Investing on the Internet (AP Professional, 1997) and was previously editor of investment newsletters Donoghue’s Money letter and Fidelity Insight. Mr. Crane studied economics at Brown University.

Speaker: Magus Carlson


Magnus Carlsson is currently the Manager for Treasury & Payments at the Association for Financial Professionals. Previously Mr. Carlsson worked as the Project Manager for the SEPA project at AB Volvo and was the Arbitrage Manager for Arlington County Treasurer's Office, managing all Arbitrage issues, debt service payments and investment management. He has also been with the Federal Home Loan Banks (FHLB) Office of Finance for seven years in positions of increasing responsibility and scope including Credit Analysis, Short-Term Debt Issuance and Investor Relations.
